The Housing Authority of Paducah will reopen its public housing waiting list on Tuesday, May 16, 2023 at 8:30 am, CST. The online application will be available immediately at this time and applicants will be able to apply 24 hours a day at www.paducahhousing.com/rentcafe-pha. Paper applications will be available for pickup at any of our office locations, but completed applications will ONLY be accepted on Tuesdays of each week at the HAP office at 2330 Ohio St. Paducah KY, 42003 from 8:30 am – 12 pm and 1 pm to 4:00 pm on a first come, first served basis. A sign in sheet will be used to track who is next in line. Only completed applications will be accepted. An application is not considered complete without ID’s and social security cards for adult household members, and social security cards and birth certificates for children under 18, along with the signed application. Applications left in our drop box will not be accepted.
Applicants will be placed on the waiting list according to the date and time of their application and their unit size based on family composition. We no longer use a preference system. Once an applicant nears the top of the waiting list, they will be contacted by our intake specialist to complete an intake packet. The intake packet will request additional information, such as verification of any income sources, and landlord references. Once the intake packet is completed, applicants are screened, and final eligibility is determined.
The Housing Authority recently moved from site-based waiting lists to a single community wide waiting list. Once you reach the top of the waiting list, you will be offered the first available unit that meets the family’s needs. If that unit is refused, applicants will be offered a second unit at the next available site with a unit that meets the family’s needs. If the second unit is refused, the applicant will be removed from the waiting list and may reapply after 6 months.
Pets are allowed in our units but MUST be pre-approved by HAP with a pet deposit paid before being brought into the unit. Some restrictions apply per the Pet Policy.
Rent is calculated based on income. The income limits for public housing by family size are as follows: One person - $39,850. Two people - $45,550. Three people - $51,250. Four people - $56,900. Five people - $61,500. Six people - $66,050. Seven people - $70,600. Eight people - $75,150. These income limits are expected to be updated by HUD soon.
It is critical to update your contact information in writing when you have changes. Failure to update contact information could result in removal from the waiting list if we are unable to contact you.
Due to a high number of applicants and excessive wait time, effective Friday, September 30, 2022, at 12:00 pm the Housing Authority of Paducah (HAP) will close its waiting lists and stop accepting applications for new residents until further notice. Applications received after this date and time will not be accepted. This closure will have no effect on applicants currently on the waiting lists or applications currently in process.
The Housing Authority of Paducah (HAP) will open its 1 and 2 bedroom waiting lists and begin accepting applications for these bedroom sizes on Monday, October 12th, 2020 at 8:00 A.M. Our efficiency, 3 bedroom, 4 bedroom, and 5 bedroom waiting list have remained open during the closure of our 1 and 2 bedroom lists, and will continue to remain open. Due to restrictions from the novel coronavirus, we will not accept applications in our office at this time. You may drop completed applications off in the drop box located on the front of the office building located at 2330 Ohio St, Paducah, KY 42003. Applications retrieved from the drop box will be stamped as received as of 8:00 A.M. on the date they are retrieved from the drop box. The drop box will be checked daily during normal business hours except for holidays and weekends. Each head of household must be at least eighteen (18) years of age. Applicants may be younger than 18 if married or if they have been legally determined to be an emancipated minor.
To be eligible to rent a Housing Authority unit, your family income must be less that shown on this chart. The income limits are based on the size of your family. These income limits are effective April 15, 2023 .

Rent at the Housing Authority is based on family income. This helps residents keep their rent affordable. Rent is 30% of total family annual income minus any applicable deductions. Deductions are fixed dollar amounts, which may be subtracted from annual income based on family qualifications. Standard deductions are given to families with children, elderly and disabled households. Based on your application, the HAP leasing staff will determine if any deductions are applicable to your income. Rent will never exceed established fair market rents as set from time to time by the Department of Housing and Urban Development.
